The Georgia Environmental Protection Division (EPD) Air Protection Branch will hold a stakeholder meeting on August 29, 2023, to discuss the Climate Pollution Reduction Grant (CPRG). As part of the Inflation Reduction Act, the Climate Pollution Reduction Grant (CPRG) program will provide $5 billion in grants to states and local governments to develop and implement plans to reduce greenhouse gas (GHG) emissions and other harmful air pollution. This two-staged grant program provides funding of $250 million for noncompetitive planning grants ($3M to each state to develop a Climate Pollution Reduction Plan), and $4.6 billion for competitive implementation grants. EPA’s goal for CPRG is to help states and the largest metropolitan statistical areas (MSAs) develop plans to reduce the contributor to climate change, greenhouse gases. On June 30, 2023, the State of Georgia was awarded the $3 million noncompetitive planning grant to develop a state-wide climate action plan. Likewise, the Atlanta Regional Commission will receive the $1 million noncompetitive planning grant to develop a climate action plan for the Atlanta metropolitan statistical area (MSA). CPRG requires three key deliverables, a Priority Climate Action Plan (PCAP), due March 1, 2024; a Comprehensive Climate Action Plan (CCAP), due June 30, 2025; and a Status Report, due at the close of the 4-year grant period. This plan will include a GHG emissions inventory, potential GHG reduction measures, and a low-income and disadvantaged communities (LIDAC) benefits analysis. Projects described in our Climate Pollution Reduction Plan will be eligible to apply for part of the $4.6 billion competitive implementation grant. Applications for the implementation grants will be due in the first quarter of calendar year 2024.
